I believe that's Steve Wright who is a radio personality in Great Britain . I'm not wrong in thinking that he made this his record of the week on the Radio 1 show back in 1992. I was sitting on my school bus when I heard it played.

Found this on YouTube, it's worth watching for the gig clips and photo's alone. It's kind of accurate but has a few amusing typo's.
