It's a typical Von play-on-words and alludes to:

"Finland Red, Egypt White" Not that I am saying that it explains the reference, but it was the first thing which came to mind with the words "fins be scarlet"

Fins be scarlet could also be a reference to Hunster S. Thompson's car, The Shark. It was/is red if I recall. Fits in with the traffic/drug image.

I'm sure Von stated in an issue of UTR that it was all about "taking acid and merging with the freeway - though your fins be scarlet".

sounds right, and definitely fits with HST and the great red shark.
