Andy doesn't like to admit it, but one of the major factors was that the first Lollapalooza tour was beating the pants of his 'Gathering of the Tribes'. Not only were there booking problems (less widespread than he claims), the tour was flat-out *losing money.* If you've seen the Florida 91 bootleg video, the venue only looks about half full. Furthermore, neither Young Black Teenagers (who were, curiously, all white) nor Warrior Soul were teribly good bands--hence, the only draw would have been the Sisters and PE.
