That's a Russian made bootleg flexi.
It's not worth a huge amount, materially speaking. But for collectors, especially obsessive ones like me who simply like foreign bootlegs, it's worth it for your collection.

These russian flexi discs are a complete rip off to me.All the eastern pressings are of rubbish quality.The worst thing is,that they're going to counterfeit original rare punk lp's and sell them on record fairs for 20-25 Euros.
The young people buy it,because they think they got an original for a moderate price.f**k off all you czechoslovakian bootleggers!!!

I like Russian flexis. Mine of A Rock And A Hard Place, (along with my 7" of The Last Magician Of Rational Thought and some Hong Kong new wave LP with a remix of Never Never by The Assembly) is one of the crowning gems of my record collection.
