4am is only late in the UK and other retarded places.

I hear that the government is planning to implement big changes to the licensing laws. If so, we can expect an initial surge in hospital visits. I wish I could say that, in the long run, it will all be for the best but I honestly feel that, considered as a whole, we British "can't be trusted" when it comes to booze.
