Mine are static and don't move
Also, I can't see any avatars - what is going on
Methinks my beloved 16 year old daughter has been playing with my settings

animated smilies work fine for me (Firefox 1.0.7 on Fedora Core 4) with no special tweaking

Check if there are any extensions such as Adblock or AniDisable installed. If Adblock is installed, there should be a small "Adblock" text in the bottom right corner, which, when clicked, will show if any images are blocked. As for the animation, try right-clicking somewhere on a web page and look for the "AniDisable" context menu/options.
