Why would some say that it's 1/3?
Four possibilities for two dogs:It can't be possibility 4, so there are three left; of those, two have the other dog as female, so one chance in three that the other is male.
Having said that, Lee is right. The gender of one dog does not affect the gender of the other. The scenario described is a misunderstanding of statistics.

Alternatively:
Call the dog that we know is male "dog B". there is 1/2 chance that "dog A" is also male. (line 1 and line 2 above)
