There was a program about that on tv a few years ago, a journalist reported to his bank that his card had been stolen. For investigative purposes he then went on a spending spree purchasing items in shops, over the internet at internet cafe's, and even withdrew from ATM's, it took 2 days before his card was finally blocked, by that time he was in Brussels for a meeting with the EU Chief of Debit and Credit Card Fraud Prevention and showed him what he had done, despite being assured by his bank that the card was blocked and could not be used.
