So; what the hell do I use to play a .rar file?!

It's a compressed file format (archive), like ZIP.
Look around for a tool called winRAR to unpack it, tho IIRC even WinZIP supports the RAR format these days
EDIT: if you are in doubt about any file extension at all, and how to open it, use the site http://www.filext.com, and it tells you what to use to open said file/extension.
