To easily open to abuse. What if they accidentally prescribe a Kiss album to someone already suffering from mental illness and that person then kills them selves out of hand?

Worse, what if they prescribe a Kiss record to someone generally healthy and it causes mental illness?
Nationalise the f**king lot.
