What does he mean by banned Japanese films, I think a lot are banned in Japan due to visible genitals, tentacle porn/anime was a way round it. I heard that Araki's work caused a change in the law about pubic hair that was once illegal to show.

No, I gather we are talking about films made in Japan but banned in other countries. Tentical porn is legal everywhere on earth, I think. If we take this all literally (and I don't advocate for that) then illegal films would have to involve assault, bestiality, or underage sex, etc. I guess.
