That means that there is different VAT for cakes and biscuits in the UK?A court ruled that the product should be considered a cake, meaning that VAT isn't paid on the product in the UK.

If I understand right, there is no VAT on plain biscuits. But if they have a chocolate coating on them, they are considered a luxury & are subject to VAT.
Not so with cakes.
Summarized is,
- Biscuits with Chocolate cover = VAT for luxurious products
- Cakes with Chocolate cover = no VAT considered as basic need

It's quite controversial really. Teacakes were another one that got re-classified as biscuits & the taxman collected millions in revenue before a court re-classified them as cakes again & ordered the taxman to pay back the revenue (or some of it anyway).
Seems the baked goods business is a legal minefield
And there are plenty of opportunities for illegal homemade biscuits with chocolate cover in local underground markets
