TBH I'm not sure.
I think the Minty storyline was the first to introduce the concept of the Long Walk, but you're probably right - he did have some connection to Dredd's early career.

It set up Dredd as a bastard quite nicely too. "I don't care that this is going to f--k over your career" basically.
