The blotchiness is probably from not using de-interlacing. There should be an option for this when you scan (this is assuming you're using a HP scanner of course!).

If not, then there is an option to deinterlace in Paint Shop Pro 7 as well. If you don't have this then either email me the pic and I'll sort it out for you, or send it to someone you know who has it!
