well, yes, most people will bend the rules now and again. but if we get caught we get the sack rather than have our boss set up an enquiry with the aim of getting us off the hook.
Obviously I can't give my mates free drugs from my work but you know what I mean right?! 8)
and the home secretary can't fast-track a visa application for his lover's nanny. or give her a free rail ticket. or ferry her about in his ministerial car. or re-direct police resources to keep an eye on her house. oh no, hang on, he can do all those things but when he gets caught doing them he has to go.

Oooh, how exciting, my first! I found it immensely frustrating watching the 1997 and 2001 ones (I even remember '92), and not being able to have any impact on them whatsoever. Well, this time...
