Tried irfanview-or-whatsit once, but it wasn't my style of program for some reason I have forgotten...

There are options in the 'Crop' tool menu for adjusting image resolution as well as size and the 'Save For Web' function also has many tweakable features.

If your still struggling with what programs you have Zeno, you can always send me an image for resizing, I'm no to bad at aw, in that Phoatieshoap thingey.
