Probably, but that's quite fun! First, nobody is likely to stop you. But second, and this is good (seen it 2-3 times) if they do, the cops will shout at you from their loudspeaker

The top two teams go through. There is only a small advantage to finishing top - i.e., that in the next round you play against a team that finished second in THEIR group.
