That's my understanding too.
From the example on the rules page, it also seems that if a player has a poor game and not scored many points (eg carried off after five minutes) you can gamble on one of your other squad players in that position who hasn't yet played in that round scoring more points than him. This would seem to count as a substitution rather than a transfer, but I can't imagine many people being bothered enough to go through the hassle of doing so.

As as been mentioned in previous posts, there's some ambiguity over the rules.
I'm just coming back from my Nigel forum where some of the admins have actually got replies from the FIFA web monkey, and provided clarification:
Transfers - The first transfer window is not until the end of R3. Therefore, the players you are picking to start the tournament have to see you through three games. With injuries, suspensions and rest/rotation, I don't think 11 will last the distance. I would suggest a minimum squad of 15 nailed-on starters, though 17 is the preferred number.
Substitutions - There are no auto subs as per FPL (as there's no bench!), only manager subs.
No Auto Subs: You can pick your starting XI per round and walk away. If player X has a dodgy lasagne the night before and doesn't play, you will be scoring from only 10 players.
Management Subs: You can pick your starting XI per round and hang around. If player X has a dodgy lasagne the night before and doesn't play, you can substitute player Y (who has yet to play) in, and you will be scoring from 11 players.
Stick or Twist: Player X has a shite game and only scores you 2pts. You can substitute him out for player Y (who has yet to play) in the expectation that player Y will out score player X's 2pts.
You will lose player X's 2pts once he's subbed out.
6pts scored, and under, is normally worth a twist. 7pts scored is tricky. 8pts+ scored is usually a stick.
But as Jo mentioned, you can't sub out a red card. It's there to mock your FF judgement for all eternity. Or at least until the end of R3.
Switching the Alice Band: Still no clarification on switching the (c) (double points) which is a given in most games.
Player X (c) has a shite game and only scores you 4pts. You can substitute him out for player Y (c) (who has yet to play), or switch the (c) to any other player in your starting XI (who has yet to play), in the expectation that they will out score player X's (c) 4pts.
You will lose player X's 4pts once he's subbed out. Or lose 2pts if you switch the (c) to any other player in your starting XI (who has yet to play) without subbing out player X.
Hope this helps to clarify some of the understanding of the rules.
As, and when, I learn more, I'll pass it on.

i had this and similar problems as well. the only way i can get it to work is after actually signing in, when it keeps acting as if you are
not signed in, is to right-click on the desired link (e.g. "my leagues") and then click "open link in new tab".
it's got to be said, the whole website is a sack of s**t, technically.

He's decent for Celtic and played alright in his cameo against Honduras, but honestly Phil Jagielka (after 3 subs and a Joe Hart red) has as much chance of putting his glovs on for England.
