Help, but i can't figure out to post an image

The following in FAQ's isn't helping. Can some nice person explain it a bit more simply for me?
" To display the image use either the BBCode [img] tag or appropriate HTML (if allowed)"
It says I must link to an image stored on a publicly accessible web server, how / when.
