I think there's a considerable amount of truth in what he's saying but he's saying it for the votes. Neither the Conservatives or New Labour have any intention of tackling the inequality that contributes to crime or other social disorders.

Surely he's just saying this now so he can get the 15/16 year olds on his side for the next election.
