Surely if the horse goes out and gets high then it's the one that should be suspended, not the rider!

On the other hand, if it's made of bronze, surely drugs wouldn't affect it anyway. And it probably shouldn't be allowed to compete against flesh and blood animals. Maybe it could be in a separate competition with the Little Wooden Horse, the jade dragon and K9.
