1) i'm surprised that in UK (?) water meter is not a must or at least optional, esp if Pooland in most homes it installed because: a) you pay what you use ergo you save it.

so, you folks do pay for your water but every address just the same or is it free?
over here (Belgium) we all have a watermeter. so we just pay for what we use, and apparently they are working on taxes for those who use rainwater but hey that is just because it is belgium.

Finite resource, more people, less resource to go around I suppose. There's some logic to it. I'd have thought building on flood plains, concreting reservoirs over and flogging the land to developers, and concentrating everything in the South East were all far bigger problems though.
Lovely and green here in Lincolnshire, by the way! If you want our water you can buy it from us at about a hundred a barrel. It's more important than oil, so stands to reason.

problem is that given somewhere in the region 30% of all treated water doesn't make it to the tap, through leaks in the network, it's not in the providers interest to openly declare this fact. To put this in context, the total domestic consumption for a given supply area is somewhere in the region 3% of that treated.

a positive is that, even without metering, average consumption has dropped from around 200 l/d to nearer 160l/d and is still dropping towards the OFWAT target of 150 l/d ( but has a very long way to go to return to Victorian levels of around 30 l/d

Certainly NOT metred for his swimming pool, from what I can gather he fills it with a hose pipe! Maybe it's heated, it's not like I know much about private swimming pools
