Duh. If they want you to use your own they should secure the network. Broadcasting an SSID for an unsecured network is (literally) an invitation to use it.
One of my colleagues has his SSID set up as "CIA monitoring station"

probably not.
The SSID is the wifi network name. In my opinion if you have your wifi network set up without a password (i.e. unsecured) then you only have yourself to blame if other people use your wifi.

FBI Surveillance Van is a good name to use if you want to freak out the neighbours.
