In some of the unreleased 90's songs drew uses this one sound effect in multiple songs. It plays at the beginning of War On Drugs, the intro of We Are The Same, Susanne, the 1992 live version of Fix, and I'm sure a few others. Do we know what the sound effect is or where it comes from?

Comes from the Dok.
It's just a windchime sample with some pitch adjustment, verb and delay.
There are actual VSTi units dedicate to windchimes, so if you want to reproduce this sound, just get one of these VSTis, and play with the velocity/pitch/modulation till you are satisfied.
It's a naturally high-pitched instrument, so don't even bother checking anything below C4, I think the samples the girls use live are usually low-pitched, around C1/C2, and with a very slow velocity.
