How come D/MR is essentially 1 song but on the back cover of Floodland they are listed as 2 separate songs?

I don't think it can be the layout. Two minutes with that pic and Photoshop gives me this:

I think it's largely because the Dominion single didn't include Mother Russia, so it was listed as a separate song on the album, even though the two are part of the same song IMO.
