That's news to me! I think the article probably made a mistake.Considered by many as being a cult gem, it basically was badly produced cheap techno with Eldritch' spoken vocals sampled into a full-length album, with the percussion sections removed entirely (a bootleg version - leaked by Eldritch - was released later on holding the percussion section).
The leaked version was the non-percussion version we've all heard, and sometime later (years later) I remember an interview where he said that there was no percussion but it might be a good idea to add some as a future project.

It is rumoured, indeed, that the whole album only took two days from start to
finish (somewhat less than the usual nine months), and that the "rather bad
sub-techno" music was under-average and boring even before the drums were
mysteriously removed.
