There's no idea of scale, but I'm guessing an otter. I'm also guessing that it was already dead, given that its fur had sloughed off... :|

Edit: the comments on the Metro article say "Sloth" and looking more carefully, I think I agree. However I'm sticking with the "already dead" thing.
