I wouldn't be surprised if it's been started by someone within the Tories. As well as the motives you mention, they could be trying to bury the Coulson / phone-tapping story. Pass me my tin-foil hat again.

Well, Occam's Razor, I suppose I'd plump for a Labour smear to distract attention from Blair's messianic return via print. It's doing David Miliband no good at all, and I suspect Labour don't want to be led by his brother, the only other serious contender, because he seems to be mentioning wealth redistribution and various other no-no's...
